What is the National Capital Civil Service Authority (NCCSA) ?

    In order to ensure efficient governance in the national capital Delhi, the Central government has issued an ordinance called 'National Capital Civil Service Authority (NCCSA)' in May 2023.

Composition:- 
  • NCCSA is a three-member body.
  • Chief Minister of the government of the National Capital Territory of Delhi as chairperson.
  • Chief Secretary and Principal Home, who shall also be the member secretary, shall assist the chairperson.
Decision making power:-
  • Decisions are to be made through majority vote of the members present and voting.
  • All suggestion of the authority will be authenticated by the member secretary
  • The rules regulating the matters such as tenure of office, salaries and allowances, provident fund, powers duties, functions of officers etc. may be made by the central government.
  • All the decisions of the authority shall be approved by the Lieutenant Governor
Meetings of the NCCSA:-
  • Meetings may be convened by the member secretary as and when required.
  • The place of meeting shall be decided by the member secretary with the prior approval of the chairperson. 
Criticism:-
  • The Current Chief Minister of NCT Delhi Arvind Kejriwal termed the authority as "farcical body". He alleges that all proposal are being directly sent by the Chief Secretary to the Lt. Governor, bypassing the Chief Minister and the NCCSA.
  • Except for the CM of NCT Delhi, all other members are appointees of the central government.

About The Licchavi Kingdom The Lichchavis were the most powerful of the eight clans of Vajji janapad . Their capital was at Vaishali (Bihar).  They were an Indo-Aryan tribe who conquered the territory of the Maha-Videha kingdom and temporarily occupied the Videha capital of Mithila .  The Gupta Empire (319 AD - 540 AD) Gupta empire emerged on the ruins of the Kushan kingdom.  The empire orginated in Bihar and Uttar Pradesh and expanded in almost whole India excluding interior south and Kashmir.  Prayag was the nerve centre of their administration.  They were originally Vaishyas .
